EU Aid è un’iniziativa della Direzione Generale per le Operazioni di Protezione Civile e Aiuto Umanitario della Commissione Europea (ECHO) gestita dall’Agenzia Europea per l’Educazione, La Cultura e l’Audiovisivo (EACEA).  Offre l’opportunità ai cittadini europei o residenti di lungo periodo in Europa, maggiori di 18 anni, di essere coinvolti nel volontariato estero retribuito in progetti di aiuto umanitario nel mondo. Questo progetto, 100% finanziato, include viaggio A/R in Colombia, alloggio, un pocket money mensile, un’assicurazione medica e una formazione pre partenza a Bruxelles.

The project “EU Aid Volunteers increasing protection capacities of local communities and organisations in humanitarian contexts” led by Alianza por la Solidaridad aims at contributing the involvement of EU Capacity to provide protection in contexts with specific vulnerabilities, through the involvement of 57 EU Aid Volunteers (43 deployed plus 14 online) in 13 countries of 4 different geographic areas.

For the present vacancy, Alianza por la Solidaridad will act as sending organisation and Alianza por la Solidaridad Jordan will be the hosting organisation. None of them are faith-based organisations.

CONTEXT OF THE PROJECTS

The Peace Agreement with FARC-EP was approved by the Parliament in November 2016. It implies advancing in the demobilization in footpath areas (“veredales”) and transition points, in order to disarm former combatants and making them ready to retake a civil life, and start to implement the agreements in the different territories. However, the peace process implies social changes in the population and the strengthening of civil society and public institutions. To guarantee the peace, the territories need social services; education, health, infrastructures, economic opportunities and more. Alianza por la Solidaridad Colombia implements actions in far-away and difficult-access areas in the Departments of Valle del Cauca, Cauca and Nariño, which are mainly inhabited by Afro-Colombian and indigenous people in great need for protection and basic needs assistance. The work focuses on comprehensive protection, water, sanitation, hygiene, and food aid in rural and urban zones. Emergency humanitarian assistance (food, water, hygiene, educational support) is provided to recent displaced people in remote areas. They also receive psychological and legal assistance. The population is also supported regarding water and sanitation needs.

Simultaneously, the organisation implements longer term activities on rehabilitation and recuperation under the framework of peacebuilding, in order to build communitarian protection spaces for children, teenagers, and youngsters through sportive and cultural initiatives.

Additionally, gender-based violence is one of the main challenges for Alianza por la Solidaridad Colombia. That is why the organisation works in partnership to strengthen institutions for assisting women and creating assistance itineraries for them.

Alianza Colombia works hand in hand with institutions, communitarian organisations, and population with the aim of improving capacities, covering gaps in protection and assistance issues, and supporting the construction of a suitable atmosphere to ensure respect for human rights.

OPERATIONAL AND SECURITY CONTEXT

Alianza por la Solidaridad Colombia has security protocols adapted to different contexts that are known and compulsorily fulfilled by all staff, including EU Aid volunteers.

There are some aspects that must be underlined:
There is a detailed report of each field trip, which is sent to the relevant local authorities. During the trip, the report security manager must permanently communicate with the contact person in the office. Staff going to the field cannot freely move from one place to another, and there is a specific schedule to be followed during field trips.

Staff going to the field must be identified all the time, they must wear the organisation clothes and they must bring their identity documents. Taking pictures of people or landscape is forbidden, but it is permitted to take pictures of activities in case of previous community authorisation. At the time of elections, an analysis of the possible risks in the work areas is made, and as a preventive measure, activities are suspended one week before and one week after the election date. All context-specific security rules and guidelines will be explained to the volunteers in due time.

TASKS OPORTUNIDAD EN COLOMBIA
Projects design, monitoring and evaluation

• Support the monitoring and evaluation of the actions carried out by Alianza in Buenaventura/Tumaco
• Support the identification and formulation of projects
• Accompany the different improvement plans, which are generated from the findings of the monitoring and evaluation system
• Monitor the management of Alianza in Buenaventura/Tumaco in relation to plans and projects, in coordination with the involved areas, based on the execution of the indicators and the budget allocated and propose the required modifications
• Support internal and external project evaluations, as well as collect information related to good practices, lessons learned and recommendations taking into account the participation of the communities, institutions and Alianza team in the area
• Strengthen the capacities of operational teams and other relevant actors to carry out monitoring, reporting and quality control
• Support the preparation of internal and external management reports
• Perform the collection and processing of strategic information produced by the areas, prepare and analyse the reported data and make recommendations according to the results
• Support the development of other activities related to monitoring and evaluation that are required.
• Provide operational support to regional coordination
• Support the operation of the Database, as well as the analysis of the information for the design of the projects

CANDIDATES

1. Studies.

Professional in an area related to economics, business administration, social sciences, or engineering (with a desirable master’s degree).

2. Experience.

At least 4 years of specific experience in planning, monitoring and evaluation of projects.

Knowledge of participatory planning, monitoring and evaluation tools and methodologies. Demonstrable experience in the facilitation of participatory processes. Knowledge and experience in training methodologies for groups of technicians and community leaders.

Spanish C1

4. Skills:

Skills in the formulation of strategies, programs and projects.

Ability to use logical framework methodology as a design and monitoring tool.

Domain and experience of gender equity and its application with sectors of the most vulnerable and marginalized population.

Optimal capacity for institutional relations, teamwork, organization and planning.

Ability to develop and achieve clear goals, aligned with agreed strategies and prioritize activities and assignments, according to institutional definitions.

Ability to adapt and work in different and varied situations and with different people or groups.

Management of computer packages: Microsoft Office, Email and Internet.

Excellent oral and written communication and ease for the preparation of

documents and reports.

Candidates must satisfy the requirements set out in Regulation (EU) No 375/2014 of the European Parliament and of the Council of 3 April 2014 establishing the European Voluntary Humanitarian Aid Corps («EU Aid Volunteers initiative»), which include having a minimum age of 18 years old and being a citizen of EU or a third country national who is a long-term resident in an EU Member State.
